Letter
To my constituents in
Allenstown, Epsom, and Pittsfield,
I’ve submitted eight
bills for next year, with only one my own idea: the others were
requests of constituents or colleagues. My idea was some minor fixes
to the administrative rules procedure – clarifying what documents
are “produced for” an agency, and allowing a board to respond to a
petition for rulemaking after their next meeting, rather than
immediately.
Allenstown selectmen
requested I submit three bills: one, allowing towns to contract with
another town or organization to provide their cemeteries; two,
clarifying electronic record retention; and three, reducing the
penalties for violators of their wastewater rules. They wanted the
fine cut from from $10,000/ day down to $1,000 per day, since that
would allow them to negotiate with the violator and correct the
situation without having to go to Superior Court. It also allows
them to explicitly recover costs, which is more appropriate than a
fine.
Another constituent
requested a property tax exemption for standby generators, which can
be life savers for seniors or people with medical equipment. Epsom,
but not all towns, includes the value of the generator in the
property assessment.
Two other bills deal with
professional licensing: the speech-language pathologists asked me to
clarify the statute on allowable titles for speech-language aides in
school, as there is some conflict; occupational therapists want to
change their board to delete a physician and add another member,
since they can’t find a doctor who wants to be on their board.
Finally, the state
building code review board asked to update some of the building
codes. The current versions of some them are more flexible for
renovations, which is a major point of contention with the current
codes.
Interested readers can
email me for my newsletter, with more details than fit here.
