Letter
To our constituents in Allenstown, Epsom, and Pittsfield:
Since Dan had much less committee work this year than Carol did
(Finance is not that busy when the budget doesn’t need adjustment),
he sponsored a total of 42 bills. Seven passed, with ten more that
passed the House but not the Senate.
The most important bill that passed is HB1585, which allows trucks
to be inspected annually rather than twice a year. This will save
truck owners millions of dollars in truck downtime, without
affecting safety since commercial drivers are required to inspect
their vehicles daily and troopers will still conduct random on-road
inspections.
HB1184, defining when a person can be arrested for "willful
concealment" (shoplifting), puts into law the normal practice that a
police officer can arrest someone who either had stolen items on his
person or was seen by the shopkeeper to conceal them. The previous
statute had said the officer needed to have witnessed the offense
himself, which is seldom the case. HB1686, requiring state contracts
to be posted on the transparency website, was a constituent request
for more and faster information about state contracts. Dan was also
the prime sponsor of HB1221, which ensured that businesses could
offset the BET and BPT taxes when making their quarterly payments,
rather than just at the end of the year.
We both cosponsored HB1170 putting tax impacts on ballots, and
HB1217, recognizing out of state advance directives. Dan’s final
passed bill is HB1354, which started as defining a person’s
domicile, but was tabled in the Senate and then used for the
qualified/challenged voter affidavit fix for SB289, voter ID.
Interested readers can email Carol for her newsletter, with more
details than we can fit here.
