Sobriety Checkpoint Submitted By Chief Wayne B. Preve
As a
result of the increasing numbers of individuals drinking and
driving, the Epsom Police Department, in cooperation with the
Merrimack County DUI Task Force, applied for and obtained an order
from the Merrimack County Superior Court authorizing a Sobriety
Checkpoint to be conducted in Epsom during the third week of July,
2011.
A review of statistics has shown that the use of alcohol by
individuals who operate motor vehicles has resulted in an alarming
number of deaths and personal injury accidents. The Sobriety
Checkpoint is the most effective method of detecting and
apprehending the impaired operator. The program, approved by
the NH Highway Safety Agency and the National Highway Traffic Safety
Administration, provides federal highway safety funds to support
these checkpoints.
The purpose of the Sobriety Checkpoint is to
detect and apprehend impaired drivers. The Epsom Police
Department is taking an aggressive stance to prevent persons from
driving when impaired. New Hampshire has some of the most
aggressive laws in the country to fight the intoxicated driver and
the law enforcement community will use these tools to their full
extent.
The task force consists of police departments from
Allenstown, Chichester, Concord, Epsom, Pembroke, and Pittsfield and
the Merrimack County Sheriff’s Office.
Letter
To my constituents in Allenstown, Epsom, & Pittsfield: Governor
Lynch just signed SB2, which authorizes towns and cities to adopt a
tax cap, if approved by the voters. Manchester voters approved a tax
cap, but it was never implemented because of a court challenge; SB2
specifically authorizes it. Tax caps are more necessary for cities
or large towns because the government is further removed from the
people.
Another important new law for towns is HB316, which
restores the right to appeal a property tax assessment to homeowners
who deny access to their property, and also giving a procedure to
divide involuntarily merged lots.
HB144, on energy efficiency
districts, forbids the use of priority liens or general revenue
bonds in these districts. HB172 allows use of any validly licensed
vehicle for student transport: this is important because some school
transit is only for one or two children, and a mini-van or station
wagon is much cheaper to operate than a school bus in that case.
HB185 restores the minimum size of a public employee bargaining unit
to 10 employees, rather than three.
HB347 establishes that
accident records or motor vehicle reports involving state or local
government employees and vehicles are public records, open to
disclosure as other public records. HB358 sets up a procedure for
voluntary maintenance of burial grounds, requiring crossing others’
lands. In Epsom some people do care for private burial grounds, but
primarily those of their families or on their own land. HB352
deletes the old statutes that held municipalities liable for damages
caused by dogs, if the owner cannot be identified.
