To my constituents in Allenstown, Epsom, & Pittsfield: This week
the House continued committee work. My committee heard HB136, my
bill repealing athlete agent registration, and HB88, canceling the
planned transfer of liquor enforcement to the Department of Safety.
We met afterward, and voted 12-0 to recommend HB88, HB92 – last
week’s bill on forester license expiration dates – and HB119 –last
week’s delegation bill – to the House. HB136 generated a lot of
debate, with some members concerned that unscrupulous agents would
exploit students. Others, including a high school teacher who knows
today’s students, didn’t share that worry! The final vote was 7-5 in
favor.
I also presented six bills to other committees. HB135
limits the amount of mileage a state employee can be reimbursed, as
a management tool. This may require some wording changes to clarify
the intent and make sure employees are reimbursed promptly for
actual mileage. HB133 deletes the state specific minimum wage, while
leaving intact the details of how the federal minimum is applied.
HB134 eliminates the need for people over 70 to justify their
“permanent” walking disability plates every five years. HB142,
deleting prohibitions on street sales of artificial flowers, and
HB143, repealing restrictions on stove polish, were well received by
the Commerce Committee, which appreciated my attempts to repeal
obsolete laws. I’ll be working with them to extend HB143.
HB141,
eliminating cable TV as a protected utility in landlord-tenant
disputes, sparked much discussion in the Judiciary Committee. They
are developing a range of amendments, some just to clarify that it
only applies to landlord paid TV, others to include exemptions for
cable internet and phone.
Anyone interested in what is going on
in the State House is invited to email or call me. Anyone who wants
more information than I can fit into a letter in the Sun should
email me for my newsletter.
